LANDCORE Engineering Consultants, PC is a civil engineering consulting firm serving the private land development market in the Pennsylvania and New Jersey region. LANDCORE was founded in 2006 by Matthew Rutt, PE with the mission of providing this market sector with a skilled and knowledgeable partner in the ever-changing and ever-challenging land development process.

Corporate Philosophy

At LANDCORE we incorporate a “partnership” mind-set to the land development process as opposed to a strictly engineering approach. This involves gaining a thorough understanding of the client’s objectives and constraints. Success in this regard is not simply the efficient and profitable production of engineering plans and documents, but also ensuring that such plans and documents represent the most cost-effective and desirable development scheme for the client. It is this approach that brings a value-added sense of satisfaction to our clients. This is witnessed by the fact that most of our work is currently repeat business with satisfied clients. We measure our success by gaining a client’s repeat business.

We pride ourselves on maintaining a project load and workload that allows our staff to be proactive, rather than reactive in our consulting and design services. This allows our services to take on a more personal feel to our clients. We spend the time to focus on project details in order to make sure projects become reality in a cost-effective and timely manner.

Project Management

LANDCORE’s strength is in providing sound advice to its clients and aggressively managing land development projects. Utilizing project management software and customized standard operating procedures, our managers are constantly reviewing the critical project tasks and processes to ensure that project deadlines are properly managed. We also have a variety of client status reporting tools to keep the entire development team up-to-date regarding action items and overall project status.

Quality Control

LANDCORE understands that the best customer service, project management, and technical efficiency are worthless unless the design and construction documents are not developed in a quality manner. Our first quality control mechanism is our experienced staff. From our CAD technicians to our project managers, the staff working on your project will have a minimum of 10 years of experience in land development design and permitting.

Beyond our experienced staff, we have internal quality and value engineering review procedures in place which will occur at various phases of the project to ensure the accuracy and cost-effectiveness of our designs. Additionally, our plans are given final quality reviews prior to being issued for construction.


At LANDCORE, we believe that utilizing the latest technology is essential to providing our clients with efficient and quality services. We currently utilize AutoCAD Civil 3D as the backbone of our design efforts, along with many customized programs developed by our staff to tailor the software to our specific needs. In addition to design software, we also utilize various tools to generate renderings and perspective drawings to enhance our projects as needed.

LANDCORE operates in a paperless environment to the extent possible which further enhances our flexibility and efficiency. We constantly strive to operate in an environmentally sensitive manner.

Giving Back

In addition to client service, LANDCORE firmly believes in its responsibility to give back to our community and socially-responsible organizations through our annual monetary donations as well as our time and talents. We dedicate a percentage of corporate profits each year to charitable organizations as selected by management as well as our employees. Most recently, we have made substantial donations to the Susan G. Komen Breast Cancer Foundation, UNICEF, Cadence Cycling Foundation, MS Society, and Engineers Without Borders.

Additionally, Mr. Rutt is an active member of the Mid-Atlantic Chapter of the Engineers Without Borders where he is currently one of the lead members for a water supply project in a rural region of the Philippines. This sense of charitable responsibility is an important part of our organization.
