Rolph serves as a Sr. Project Manager for LANDCORE. He is actively involved in the planning, design, and permitting of land development projects throughout Pennsylvania. Rolph has over thirty (30) years of experience in the land development field and has successfully designed and permitted small, medium, and large-scale commercial, industrial, residential, and institutional projects throughout the region. Rolph is an expert witness and has provided expert testimony before numerous Planning Commissions, Board of Supervisors, Board of Commissioners, and Zoning Hearing Boards.
Prior to joining LANDCORE, Rolph was the principal and founder of Graf Engineering, where he spent 14 years focusing on design, permitting and management of subdivision and land development construction plans for residential and commercial properties. He was extensively involved with the daily management of the company’s operations, all while maintaining a high level of access to clients and staff.
Prior to starting Graf Engineering, Rolph was a Senior Project Manager for Bohler Engineering, a Project Manager for Stout, Taconnelli and Associates, and a Design Engineer/Manager with Robert E. Blue Consulting Engineers. His responsibilities included the design and supervision of subdivision and land development projects, including all phases of the approval process, from initial project inception through final approval and construction.
Rolph currently holds an active professional license in Pennsylvania as a Professional Engineer. The corresponding license information is as follows:

Rolph is a native of southeast Pennsylvania where he completed his primary education in the Central Bucks School District. He then attended The Pennsylvania State University, in State College, Pennsylvania where he received a Bachelor of Science Degree in Engineering in 1987. Rolph has also participated in many continuing educations seminars and classes since receiving his undergraduate degree.
